The People’s Coalition on Food Sovereignty strongly condemns the violations by the Government of Indonesia to the rights of the people of Kampong Cibitung, Sukamulya Village, Rumpin District in Bogor Regency, West Java, Indonesia.
In January 22, 2015, the village will commemorate the 8th year of the violence committed by the Indonesian Air Force to the people of Sukamulya Village. Exactly eight years ago, the Indonesian Government started expropriating the 1,000 hectare-area that covers the Sukamulya Village to convert it into facilities of the Air Force. The expropriation resulted to violent intimidations like torture and arrests to the people that forced them to leave the lands and leave behind their livelihoods. There were 8 people injured and 6 people arrested and tortured and around 120 families displaced during the incident.
The people of Sukamulya Village are asserting that by laws, the expropriation is illegal. This is based from the Minister of Agrarian No. 968-28-12-1958, Decree of the Minister of Agrarian December 1960 and Bogor Regent Decree 591/194 that says only 36.6 ha out of the Sukamulya Village area is allocated to the Air Force and 16 ha to the Bogor Regency. This is in contrast with the proclamations of the SBY administration through the Ministry of Finance (MoF) and the Department of Defense (DoD), unilaterally issuing DoD No. B / 798/09/02/895 / Ditkon dated August 10, 2010 on State Property Inventory (IKN) of Air Force ground that asserts that the 1000 hectare area of Sukamulya Village is owned by the Air Force to use for its facilities. The 1960 decree of the Minister of Agrarian is not even updated prior the proclamation.
